The oysters had adopted a new rhythm and now opened up at the time of tide. This is the first piece of scientific evidence to show that even an organism living away from the ocean tides could be influenced by the coming out of new moon” (Living Organism, London, 1969, p. 12).

The small silver fish, known as Grunion survives on its response to the lunar cycle. Shortly after the new moon from March to August, the Grunion appears on the surface on the shores of California. The Grunion leave their eggs buried in the wet sand undisturbed for two weeks, because the waves of water will not come until new moon. When the spring tide occurs, the larvae have completely developed and they break out of the eggs and swim away through the surf. The ability of the Grunion to reproduce is thus controlled by the new moon.

Land animals are also influenced by the new moon. The May flies may live only for a few hours, during which time they have to find another fly mate and lay their eggs in water. To accomplish this, it is necessary that all the flies emerge together at around the same time. Lake Victoria, the source of Nile river has a successful species of May fly, called Provilla Adusta. The human birth times are closely linked to the lunar cycle. The two doctors collected information on more than half a million birth that occurred in New York hospital between 1948 and 1957. Diseases Wreak Havoc in Cassava Fields in Africa

NAIROBI, KENYA – In Africa, demand for the cassava plant has grown significantly over the years. The continent produces 60 percent of the crop in the world. But the crop is drastically declining in East and Central Africa due to diseases that reduce production.

More than 160 million people in east, central and southern Africa depend on cassava as a stable food and a source of income.

Production of the crop has significantly dropped due to the cassava mosaic and cassava brown streak diseases.

According to the U.N. Food and Agriculture Organization [FAO], the brown streak disease is worse since it affects the root of the crop. These two diseases are creating havoc in Africas agricultural lands.

Improvements necessary

The acting head of the FAO in eastern and central Africa, Luca Alinovi, said the agency has invested to improve the situation in the African fields, but it is not getting better.

We supported the cassava initially, there has been [a] stop in the support, the research slugged [lagged] behind, and the disease reinvented itself [and] propagated again. We have to re-address the issue, said Davoux.

The FAO says a minimum of $100 million is needed to support clean farm production, disease surveillance and research, and market and micro-finance development across the cassava production chain.

Experts warn failure to do so means the cassava disease likely will reach Nigeria, the biggest producer of cassava in Africa.

Obama’s Wireless Stimulus Package

On the whole, the Obama administration’s new wireless plan is one of the cleanest and most uncontroversial budget proposals in recent memory and it is supported by the fact that the GOP, which is currently balking at most of President Obama’s budget proposals, has not elected to attack this one. The reason is simple; on the face of it, Obamas wireless plan intends to dramatically expand the reach of wireless access providers, and thus, the potential market as well.

The total cost of the program is currently estimated at $18 billion, and total revenue is $27.8 billion over 10 years, hence the Obama wireless plan will realize a $9.6 billion net gain. Some will go to the current holders of the spectrum to be sold off in exchange for voluntary surrender of the spectrum.

Infrastructure: The next major part of the plan is the investment of $10.7 billion to build a public safety wireless infrastructure. This will provide police, fire, and other public services high-speed wireless access, allowing them to share video and exchange email. While a little vague, the scope of the plan is extensive and would involve dedicating the D Block of broadcast spectrum for public safety. Much of the cash would be spent on towers and infrastructure to support the use of the spectrum. The recent buyback of the Wireless Philadelphia, a multimillion-dollar effort to provide free wireless and its re-tasking to fire and police use is an example of the goal of this phase of the plan.

Other Funding: $5 billion would go to fund an expansion of the Universal Service Fund, ensuring low-income families access to wireless services, and to support companies that invest money in building private infrastructure in areas traditionally too costly to develop profitably. Safelink wireless is an example of this initiative, providing cell phones and monthly airtime to low-income American.

An additional $3 billion would be invested in research and development of wireless technologies in the education, health care, and energy sectors, which would dovetail with existing health care technology initiatives. Additional funds are already allocated in the Commerce and Agriculture Departments through the Recovery Act and will be used to fund wireless development in rural areas.

Effects of the Plan

With the deployment of DTV and the end of analog broadcast television, a starting gun was sounded and the race was on. Much of the news, beginning with Google’s attempt to enter the most recent spectrum auction and the recent FCC Net Neutrality Act has been the pole positions of the race.
